The CPC Anshun Factory was first built by the Japanese back in 1942 to produce alkali-chlorine. After the end of the second World War, with the arrival of KMT and the formation of CPC, the factory also began to produce penta-chloro-phenol in 1969. Unfortunately, people at the time weren’t fully aware of the serious environmental impact and harm to human health that the factory was causing as it leaked dioxins and mercury into the surrounding area. Though the factory has long been shut down, cleaning up the contamination has only just begun and is already costing tax payers a fortune.
中石化安順廠原本是由日本人在1942年興建，生產鹼氯，在二次世界大戰結束後，隨著國民黨撤退來台與中石化的成立，該廠於1969年開始生產五氯酚，不幸的是，當時的人普遍不了解該廠當時所洩漏的戴奧辛與汞，對環境與人體的影響是多麼的大，即使安順廠早就停止運作，整治環境的工作卻才剛起步，並對納稅人是一大負擔。
